The Tick-Tock Man is a spy who works for The Bowery King.
Biography[]
John Wick: Chapter 3 - Parabellum[]
Before the clock runs out and John's $14 million contract goes live, John passes through an alley where the Tick-Tock Man kept an appearance as a harmless street person by ranting incoherently to himself. When he noticed John, the Tick-Tock Man dropped the façade and tells him "Tick-tock, Mr. Wick. Tick-tock..."
Later, he was present when the High Table sent The Adjudicator to adjudge those who provided aid to John in killing Santino D'Antonio, including the Bowery King. However, he survived the massacre of The Soup Kitchen by a group of assassins led by Zero. After John fell from the New York Continental's top balcony, the Tick Tock Man recovered him and transported him to The Bowery King in a cart.
