Julius is the manager of the Rome branch of the Continental Hotel. He appears to be on similar terms with John as Winston Scott.

Just like Winston and any other manager/owner of a Continental Hotel, Julius takes his position very seriously and does everything to ensure that every assassin obeys to the rules in the criminal underworld, particularly no business allowed to be conducted inside the Continental's grounds. Much like Winston did with John Wick, Julius suggested to John and Cassian having some drinks to calm their nerves.
