Administration is a bureaucratic organization under The High Table that maintains records of all known criminals who have ever associated with the High Table or its subsidiary criminal syndicates and gangs. It is responsible for keeping of track of whether an individual is excommunicado or not, as well as processing and tracking bounty contracts. Contracts can only be placed on individuals who are declared excommunicado by the High Table or associates acting on the High Table's authority. One known contract type is "open", in which anyone is permitted to kill the target and claim the bounty.
Administration employees are divided into two positions: administrators, who manage the records and disseminate active bounties, and operators, who handle calls from clients and inform the administrators when a contract is ordered. The organization exclusively uses obsolete technology, including 64-bit computers, mechanical typewriters, a paper library catalog-like system, and manual telephone switchboards. Administration employees also adhere to a retro-style uniform dress code: men wear a shirt and waistcoat, and women wear pink sleeveless blouses and skirts.
Administration appears to be divided into multiple distinct offices across major cities, including New York and Paris. The Paris office, located in the Eiffel Tower, operated a city-wide radio station with the broadcast call sign WUXIA. This radio station played music, but the real attraction to listeners was the commentary from the DJ, who provided updates on the locations of active bounties.
The Administration has a board that compiles a list of the top ten underworld criminals who had bounties and it is used by the Accountants. It is possible that every country has a board where administrations are stationed. The list can be updated if a listed criminal is terminated and replaced by a new criminal with a bounty.
